John GleasonHoward R. Davis, Undersheriff

Undersheriff Davis was appointed to his present position by Sheriff Spike in 2016. Davis, a 33 year veteran to law enforcement and training retired as the Yates County Chief Deputy Sheriff at the end of 2013, and has been the Director of the Southern Tier Law Enforcement Academy affiliated with Corning Community College since. Davis is a US Air Force veteran, graduate of Corning Community College, with AAS degree in criminal justice, and numerous law enforcement schools and courses during his career. He is a graduate of the NYS Law Enforcement Executive Institute, and a graduate of the 246th session of the prestigious FBI National Academy at Quantico, Virginia. The Undersheriff is responsible for the oversight of the Sheriff’s Office in the Sheriff’s absence and oversees the day-to-day administrative activities of the agency especially personnel issues, policies and procedures maintenance, Records Access (FOIL), accreditation programs, training management, computer and information technology services, sex offender registry, jail incidents, facility safety, and Sheriff’s liaison to several outside organizations.

Jenna Owen, Confidential Assistant to Sheriff

Mrs. Owen was appointed to the Confidential Assistant to the Sheriff (CATS) position in 2015 by Sheriff Spike. The CATS position coordinates the administrative and business functions of the Sheriff’s Office. The CATS is also responsible for the supervision of records, clerical and part-time civilian staff.  Responsibilities include but are not limited to, budget management, bills payable, agency purchasing, inventory, personnel medical issues and preparing fiscal and statistical reports.



Sandi B. Siwak, Sheriff's Secretary

Mrs. Siwak was appointed Sheriff’s Secretary in 1987 and served as the Civil Clerk for many years.  Her duties can be confidential in nature and involve clerical and administrative support tasks including personnel file maintenance, scheduling, ordering office supplies, sorting and mail distribution, and civil office assistance.  She also serves as Secretary to the STOP DWI Program.
